What a Justice year does to The Emperor

The year card is arithmetic, not opinion: add the digits of the year and reduce until the total is 22 or less. 2 + 0 + 2 + 7 = 11, and card 11 is Justice. Reduce once more — 1 + 1 = 2 — and you get The High Priestess sitting underneath it, which is the usual way a two-digit year card is read: the public card and the private one.

The Emperor's failure mode is not weakness, it is unchecked competence — the person who is genuinely good at deciding and therefore stops asking whether the decision was fair to everyone it lands on.
