盖闻王者莫高于周文、伯者莫高于齐桓、皆待贤人而成名。今天下贤者智能、岂特古之人乎、患在人主不交故也、士奚由进。今吾以天之灵、贤士大夫、定有天下、以为一家、欲其长久、世世奉宗庙亡绝也。贤人已与我共平之矣、而不与吾共安利之、可乎。贤士大夫有肯从我游者、吾能尊显之。布告天下、使明知朕意。御史大夫昌下相国、相国酂侯下诸侯王、御史中执法下郡守。其有意称明德者、必身劝为之驾、遣诣相国府、署行义年。有而弗言、觉免。年老癃病、勿遣。 高帝平日慢侮诸生、及天下既定、乃屈意求贤、如恐不及、盖知创业与守成异也。汉室得人、其风动固为有本。
文帝议佐百姓诏 间者数年比不登、又有水旱疾疫之灾、朕甚忧之。愚而不明、未达其咎。意者、朕之政有所失、而行有过与、乃天道有不顺、地利或不得、人事多失和、鬼神废不享与、何以致此。将百官之奉养或费、无用之事或多与、何其民食之寡乏也。夫度田非益寡、而计民未加益、以口量地、其于古犹有余、而食之甚不足者、其咎安在。无乃百姓之从事于末、以害农者蕃、为酒醪以靡谷者多、六畜之食焉者众与。细大之义、吾未能得其中。其与丞相列侯吏二千石博士议之、有可以佐百姓者、率意远思、无有所隐。 帝在位日久、佐民未尝不至。至是复议佐之之策、可见其爱民之心、愈久而不忘也。
