There is no government-issued licence for 命理师 in mainland China, and no official registry of certified practitioners. The phrase 命理师的资格证书 therefore does not refer to a state-recognised professional qualification. It is a market term used by training providers, industry groups, and individual teachers to describe course-completion documents or membership papers. Anyone searching for a practitioner should treat such documents as background information rather than proof of competence.

No government department currently issues a practice licence to people who offer bazi, ziwei, or other forms of Chinese fate analysis. There is no examination board, no statutory registration body, and no legally defined scope of practice for 命理师. As a result, the idea of an officially certified 命理师 does not correspond to any existing administrative category. A person may hold business registration documents, but those concern tax and company administration, not professional competence. A person may also hold academic qualifications in Chinese philosophy or history, but those are not licences to practise fate analysis. When a practitioner says they are certified, the first question is always: certified by whom, under what authority, and for what exactly.

The certificates seen in the market are issued by training companies, private academies, trade associations, or individual instructors running their own courses. Some are issued after a few days of online classes; others follow longer apprenticeship-style programmes. The issuing body sets its own curriculum, its own assessment standard, and its own wording on the certificate. There is no external regulator checking whether the curriculum is coherent, whether the assessment is meaningful, or whether the title printed on the certificate corresponds to any public standard. Two certificates with similar-looking names may represent very different amounts and kinds of training. In some cases, an association exists mainly to issue certificates to its own members. In other cases, a teacher issues a certificate under a school name that is not registered anywhere. The document itself is not automatically fraudulent, but it carries no state authority.

There are several schools, and they do not always choose the same 用神 from the same chart. Asking the practitioner to name their school and their selection procedure gives you something specific to evaluate. If the practitioner cannot state their method clearly, that is itself information. Third, which questions the practitioner will not answer. A practitioner who has thought about the limits of the method should be able to say, for example, that they do not answer medical questions, legal questions, or questions about exact dates of death. A refusal to name any limits is a warning sign. Fourth, whether the fee and the deliverable are written down in advance. The deliverable might be a written report, an audio recording, a set number of follow-up questions, or a live session of specified length. If the scope is vague, the transaction is harder to assess.

These four checks do not require trust. The first two can be done in a short conversation, sometimes in a few minutes. Ask for the chart and compare it with your own record. Ask for the method and listen to the answer. If the practitioner avoids the questions, changes the subject, or insists that their certificate answers everything, you have learned something about how they work. The third and fourth checks are also simple: read what they say they will not do, and read the written terms before paying. None of this guarantees a good reading, but it replaces an unverifiable credential with observable facts.

When a practitioner or a course provider uses phrases such as 国家认证,官方授权, or 政府认可, the immediate step is to ask for the name of the issuing agency. Then check whether that agency exists and whether it has the function claimed. Some agencies exist but have no authority over fortune-telling or fate analysis. Some names sound official but are private companies with an official-looking title. Some claims refer to a training centre that was registered with a local education authority for tax purposes, which is not the same as professional certification. The burden of proof is on the person making the claim. If they cannot name the agency, or if the named agency does not confirm the claim, the phrase should carry no weight. The pattern is common enough that the phrase itself should be treated as a prompt for verification, not as evidence.

The more useful move is to stop asking whether the practitioner is qualified and start asking how a particular conclusion was reached. The question shifts from who is this person to which characters in the chart support this statement. A professional-sounding title does not answer that question. A certificate does not answer it. Only the practitioner’s explanation can answer it, and the explanation can be checked against the chart itself. If the practitioner says that a certain month pillar produces a certain effect, you can look at the month pillar and see the characters involved. If they say that a certain 十神 combination indicates a certain tendency, you can ask which combination and which tendency. The method may be interpretive, but the reference to specific characters is something you can verify. A practitioner who can point to the characters on which a statement is based is working in a way that can be examined. A practitioner who relies on their title alone is asking for deference rather than offering analysis.

The same principle applies to written materials. On this site, the calculation step and the interpretation step are presented separately. The calculation of a chart is done by a deterministic engine: the same input produces the same 干支 chart every time. The interpretive text is labelled with its source, so the reader can see that the interpretation is one layer and the chart is another. That separation does not make the interpretation correct, but it makes the boundary visible. The reader is not asked to accept an interpretation because of the reputation of the writer; the reader can look at the chart and compare it with the interpretation. The habit of separating calculation from interpretation is itself a method check. It shows what is fixed and what is a reading.

In practice, the four verifiable facts replace the certificate question in most situations. If the chart matches, the method is stated, the limits are named, and the terms are written, then the evaluation no longer depends on titles. If any of the four is missing or unclear, the absence is itself a reason to pause. A certificate may still be interesting as a record of training, but it is not the decisive fact. The decisive fact is always whether the practitioner’s statements can be tied back to the chart in a way you can see and check. That is a method question, not an identity question, and it is the more reliable way to assess the work.
